UPCOMING MILI: STONE ASSESSMENT PANEL MEETING / REFERRAL OF COMMENTS RECEIVED AT TIIE NOVEMilER 5,1992, PUllLIC MEETING ON NU'S PERFORMANCE ENilANCEMENT PROGRAM (PEP)
The Millstone Assessment Panel (MAP) has scheduled a meeting with you and your staff on January 13,1993, from 10:30 a.m. until noon in the Lee F. Sillin Training Center at the Millstone site. The meeting will be open for public observation as was our meeting with you and your staff on July 20, 1992. During the meeting, the M AP would like you to discuss with us 1) your progress to date on implementing the PEP, as well as any performance improvements noted to date, and 2) your work since October 1992 in the areas of developing validation criteria and communicating the PEP to your work force. We will also discuss with you: 1) status and preliminary findings to date of the NRC review of the PEP, and 2) fulme activities planned by the M AP With regard to the PEP, the M AP conducted a public meeting on November 5,1992, in East I_yme, CT, to receive comments on the PEP At that meeting, several individuals, the majority of whom were current or former employees of your organization, made a number of comments ngarding the need for performance improvement at NU as well as the PEP program ove all. A copy of the transcript is attached and additional copics of the transcript have been mailed to the five public libraries and the two local public document rooms which initially received copies of the PEP. Based upon our review of the transcript, the comments on the PEP can be categorized as follows: (1) the key to performance improvement is for NU management to improve employee morale as well as restore trust in management (transcript pgs.19-20, pg. 32), (2) portions of the PEP were unnecessary and represented an enormous paper exercise (transcript pg. 27), and (3) managemem needed to take efforts to reduce the paperwork burden on the worker (transcript pg. 27 & 50). We would like to discuss these comments during the meeting and request that you be ready to discuss your evaluation of the issues and, where appropriate, how they are or will be addressed in the PEP 020002 I D 9303030279 921228 pa awcn==ga q)
