2.0 Badseround Region I was notified by a January 13, 1993 letter from the licensee that an export shipment ofirradiated reactor fuel would be made through the Dundalk Marine Terminal, Baltimore, Maryland.
The shipment was scheduled to arrive at the terminal on February 3,1993. That schedule was revised by the licensee by telephone on January 28,1993 and subsequently confirmed by memomndum dated February 3,1993. The schedule was revised to add 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> to the date the shipment would arrive at the.
terminal. The shipment originated at the R. E. Ginna Nuclear Power Station, Ontario, New York, where it was inspected on February 4,1993 (NRC Inspection Report No.
50-244/93-01), and was being shipped under Export License XSNM-2713, dated January 13, 1993. The shipment was held at the terminal under armed escort until loaded aboard an Atlantic Container Lines ship for transport via'IJverpool, England to Le Harve, France.
3.0 Physical Protection for Irradiated Reactor Fuel In-Transit j
The inspector determined, as described below, that the licensee followed established procedures and NRC regulatory requirements for the physical protection of irradiated reactor fuel in-transit. The inspection included:
a a.
Verification, by independent measurements, that the radiation levels on the outside of the transport container were within the regulatory limits.
b.
Verification that the shipment, while at Dundalk Marine Terminal, a high density population area (Baltimore, Maryland urban area), was protected by two armed escorts stationed at a location that permitted observation of the transport container at all times.
c.
Verification that the armed escorts were equipped with radio communications, were capable of repen.ng assistance, and that the required periodic communications were being made.

Verification that a continuously staffed communications center had been established to facilitate such communications and that a log was being maintained of the required communication.
The inspector also interviewed the MPA officers that were contracted by the licensee to -
provide security for the shipment. The officers were found to be knowledgeable of the NRC's regulatory requirements for this type of shipment.
No deficiencies were identified in the area inspected.
4.0 Exit Interview Due to the nature of the inspection, no formal exit interview was held. The results of the inspection were provided by the inspector to Ms. J. McLaughlin by telephone on February 9,1993.
