MILLSTONE STATION EMERGENCY PREPAREDNESS INSPECTION
(Combined Inspection Nos. 50-245/93-03, 50-336/93-02, 50-423/93-03)
On January 19-22, 1993, as described in the enclosed report, Mr. J. Lusher and others of this
office inspected the Millstone Station emergency preparedness (EP) program. The inspection

included interviews; emergency facilities, equipment, instrumentation, and supplies; organization

and management control; program changes; training effectiveness; selected procedure and record
reviews; and actions on previously identified NRC findings. Preliminary inspection findings
were discussed with Mr. S. Scace and other members of your staff at the conclusion of the

inspection.
Overall, we found that the Millstone Station Emergency Preparedness (EP) program was being
implemented acceptably. It was noted that a major change had been made to improve the EP
organization and staffing, and that there was a major Emergency Plan Implementing Procedures
change in process. We identified two unresolved items (URI) for further assessment. One URI
l
involved instances of listing the same person as the Duty Officer (the Technical Support Center
l
Manager in an emergency) and as the On-Site Director of Station Emergency Operations (the
initial Emergency Operations Facility Manager in an emergency). The second URIinvolved a
potential for exceeding the training qualification period for the Emergency Response
Organization (ERO). Further review is required to determine if either of these items is a.
violation of regulatory requirements.
