SUBJECT:

MEETING TO DISCUSS TRAINING PROGRAM ISSUES On January 27,1993, a meeting was held between the NRC staff and the Vermont Yankee.

Nuclear Power Corporation at the NRC Regional Office in King of Prussia,- Pennsylvania.

The purpose of the meeting was to provide Vermont Yankee the opportunity to discuss the status of the training program corrective actions. Enclosure 1 provides a summary of the meeting. Your staff updated all of the issues raised by the NRC in the October 1991, training inspection. The meeting provided an open exchange of information about the training program status in a mutually beneficial manner.

The NRC indicated that a future inspection will evaluate the changes to the training programs.

No response is required. Your cooperation with our staffin these matters is appreciated.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed summary will be placed in the NRC Public Document Room.

SUMMARY

The Vermont Yankee staff addressed the issues associated with:

Improvements in staffing / resources Improvements in I&C, Maintenance and Chemistry laboratories Upgraded simulator containment models Status of the seven deficiencies noted in the NRC Training Inspection The licensee discussed these issues as they covered the material in a handout provided (Attachment 1). Licensee representatives provided examples of how the new program-changes have added to the " defense in depth" of the training program.

27U91-81-07: The team noted that...the annualprogram evaluations included reconunendationsfor improvement. However, the reconunendations are not prioritized or tracked to completion.

The annual evaluations are highly variable in detail. The lock of a systematic methodfor generating and using the program evaluations is considered a deficiency.
