POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Wisconsin Electric Power Company submitted a letter to you on March 26, 1991 (NRC-91-034), stating that we do not have a formally documented repair and replacement program which fully meets the program requirements described in ASME Section XI, 1986 edition, no l
addenda, Articles IWX 4000 and 7000.
.In this letter, WE committed to revision and development of procedures as necessary so that repairs and replacements of Class 1, 2, and 3 piping systems are conducted in a manner which satisfies the requirements of the i
Section XI Code.
Also, a~ formal program description will be l
developed that delineates how repairs and replacements of these piping systems are performed at Point Beach.
The committed pro-l gram completion and implementation date is February 28, 1993.
l Wisconsin Electric established a task group to develop and l
implement a repair and replacement program.
This task group developed a procedure, QP 3-11, " Repair / Replacement Program,"
that delineates how repairs and replacements of requirements of IWX 4000 and 7000 of the'ASME Section XI Code.
The task group also reviewed and revised existing procedures and programs, as necessary, to successfully implement the repair and replacement program.. Formalized training on ASME Section XI and the repair and replacement program.
Formalized training on ASME Section XI and the repair and replacement program has been conducted.

" Repair / Replacement Program" and has found it acceptable.
The repair and replacement program will be implemented on February 28, 1993.
