SUBJECT: INSPECTION REPORT NOS. 50-352/93-05 AND 50-353/93-05

This letter refers to the inspection conducted by Mr. J. Carrasco of this office on

January 25-29,1993, at the Chesterbrook office and the Limerick Generating Station,

Units 1 and 2, in Sanatoga, Pennsylvania. The inspector discussed the results of the

inspection with Mr. J. Doering and other members of your staff at the conclusion of the

inspection.

This inspection focused on activities important to the public health and safety and was

directed towards engineering activities with emphasis on the adequacy of the design,

installation, and modification of safety related dynamic pipe restraints (DPRs) and static

(rigid) pipe supports, including the snubber surveillance program.-

Details on the areas examined during the inspection are described in the NRC Region I

inspection report enclosed with this letter. Within these areas, the inspection consisted of

selected examinations of procedures and representative records, interviews with personnel,

and observation by the inspector.

Within the scope of this inspection, no violations were observed. However, an unresolved

item was observed regarding the lack of a root cause analysis for the majot failure

contributor of snubbers " dry grease." Replacing snubbers upon failure does not constitute a

comprehensive corrective action, but is merely a reaction to an individual snubber failure and

not the systemic problem. The dry grease issue was discussed with your staff during the

inspection and they have initiated corrective action.
