SUBJECT:

ROUTINE EMERGENCY PREPAREDNESS INSPECTION AT LASALLE STATION

This refers .o the inspection conducted by H. Simons of this office on

January 2F - February 1, 1993. The inspection included a review of authorized

activitie, f ar your LaSalle County Nuclear Generating facility. At the

conclusior, of the inspection, the findings were discussed with those members

of your staff identified in the enclosed report.

Ateas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with personnel.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements. However, as described in the enclosed

'

inspection report, you identified this violation. Therefore, the violation

i

will not be subject to enforcement action because your efforts in identifying

and correcting the violation meet the criteria specified in Section VII.B of

the " General Statement of Policy and Procedures for NRC Enforcement Actions"

l

(Enforcement Policy, 10 CFR Part 2, Appendix C).

!

In addition, other activities appeared to be in violation of NRC requirements.

However, as described in the enclosed inspection report, the violation was

categorized at Severity level V and is not being cited because the criteria

specified in Section VII.B.1 of the " General Statement of Policy and

Procedures for NRC Enforcement Actions" (Enforcement Policy,10 CFR Part 2,

Appendix C), were satisfied.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

thi. letter and the enclosed inspection report will be placed in the NRC

Pubin Document Room.
