.20555 Subj ect: Fire Protection - Portable Detection System Gentlemen:
The purpose of this letter is to update the NRC on the current testing-plans for the portable fire detection system (PDS) at the Davis-Besse Nuclear Power Station.
In a letter dated July 28,.1989 (Serial' Number 1689), Toledo Edison described the implementation of the PDS in order to reduce certain continuous fire watches to hourly fire watches. 'The July'28,-1989 letter stated that-functional testing of the PDS would be performed every 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
However, in a_ letter dated. August 10, 1990
-(Serial Number 1835),. Toledo Edison stated that,. based on the first year's testing data,'which found the PDS..to be very reliable, daily testing was not warranted. The functional testing frequency vas.
changed from daily to veekly.
A review of over three years of testing data shows that the PDS continues to'be very reliable'. In consideration of the demonstrated high degree. of reliability and the desire to minimize unnecessary. --
testing an additional change in the testing frequency is justified.
-Accordingly,Lper discussions with the vendor, Toledo Edison is revising.

Should future testing data support further changes in the testing frequency of the PDS, Toledo Edison does not plan to update the NRC-by letter. Rather, such changes may be reviewed by the NRC inspectors.
