Dear Mr. Haughney:

The purpose of this letter is to request NRC assistance'in some activities'which are key to the timely and effective decontamination:

and decommissioning (D&D) of our facility. First of-all, I ;would like to thank you and-the other NRC staff members.who met with us on April-13 to review UNC's business situation and on'May 9,-1990 to discuss our decontamination and decommissioning plan.

Both meetings were very useful and productive.

As-UNC presented in these meetings,~we have developed an overall1 schedule for our D&D activities, which,will result in completion of all decontamination work and shipment.of low-level waste to. burial b3 the end of 1991.

.It is extremely important to UNC that this schedule be met, given the fact that we are going out.of business.- In the meetings with you, we proposed actions by the NRC and/or your subcontractor which we believe would work: to the advantage of all of us.

I believe you will be using ORAU as your contractor for decontamination verification at this facility.

To make their and our-activities most efficient, we are requesting the following:

1) A visit to our plant by a senior ORAU official (e.g.'J. Berger).

2) ORAU involvement in the' survey 4 oflour' septic = field'this summer.:

Our schedule callu for detailed sampling and testing'of the oldi discontinued septic system starting in late June 1990.- We'do not-expect to find any conditions which will require remedial action to meet the NRC's, release limits.

Since we will have a drill rig.

in for the time period necessary to perform:the. evaluation of the field, we request the the NRC have an ORAU representative here to participate in the sampling process.

In this manner, assuming.

the correctness of the "no remedial action" scenario, ORAU would be performing their confirmatory. surveys in parallel with UNC's survey.

This would save the cost of surveys by ORAU.at'a later date, and help' assure conformance with the overall schedule.

You may want CRAU to simply retain their split of the samples, pending.UNC's analysis and report.

That would protect against unnecessary analytical work, should an unexpected level of-uranium be rhown by the UNC analyses.

3) ORAU performance of confirmatory surveys of cur ' buildings in two stages.

We plan on performing the building decontamination in.

stages'.

Since our production schedules result in some areas becoming available for decon prior to others, and since the controlled area is segmented into several rooms which are physically isolated from each other, it is possible to perform a staged decon.

As UNC requested in our April meeting, we would like to handle the formal reporting and ORAU verification in two stages.

We expect to have approximately half the areas-completely deconned by the end of this year,.and to submit a report to you in early_1991.

We are' requesting that ORAU perform j

their confirmation surveys of those areas in early 1991,-

following your receipt of our report, and concurrent with our decon activities in the remaining portions of the controlled-area.

We will take appropriate m3asures to_ assure that those areas cannot be recontaminated, just as we now assure:that the uncontrolled areas do not become contaminated.

We would.then submit a report to you in late 1991 or early 1992 covering the final areas, at which-time ORAU would perform their confirmation surveys of those areas.
