because of physical impediments to evacuation such as weather and highway conditions.

These issues are among those remanded to the Atomic-Safety and Licensing Board by a l

decision of'the Atomic Safety and Licensing Appeal Board in ALAB-d24, 30 NRC 331 (1989).

The Licensing Board will conduct a-prehearing j

conference of the parties to consider-further identification i

'of the issues in the proceeding; to consider methods by l

l which.the issues should be resolved; to set a schedule for-l 1

resolving the issues;~and to resolve any other procedural j

=i matter relevant to the issues.

All parties intending to participate in the resolution of the identified issues are directed to appear at the I

prehearing conference.

In addition, each party intending to participate shall have in the hands of the Licensing Board and other parties, no later than May 30, 1990,-a memorandum i

not to exceed 15 pages containing their respective advice on how the issues should be resolved and how that party intends j

i to~ partici~ pat' in "the re~ solution ~ ot ~ the issues.~~Any

s memorandum shall address the Licensing Board's Memorandum and Order of May 3, 1990 (LBP-90-12).

There will be no opportunity for members of the general.public to comment.

Representatives of the State of New Hampshire and the Federal Emergency Management Agency are urged to participate in the resolution of the issues and to attend the-prehearing conference.
