our Memorandum and-Order.(Schedules for. Responses and
'Prahearing Conference), dated May 4,'1990 (unpublished),
l established a schedule for filing responses to Mr. Robert L.
Dickherber's answer to the two enforcement. orders at issue s
in these two proceedings., We sought comments ~of the NRC Staff and also invited comments from Commonwealth. Edison' 7-

l By joint motion dated May 7, 1990, Mr. Dickherber:

approximately 60-days of the June 1, 1990 filing date aus L
well as the prehearing conference.-
The Staff advises that i
it is still reviewing Mr.<Dickherber's answer,and that'the' f
parties each believe that it may be fruitful for them to enter into' discussions with the aim'of resolving, in whole or in part, the various matters at issue in these proceedings.
The Staff also indicates that, by letter dated May 1, 1990 (a copy of which it attached to the joint motion), it has sought the. views of Commonwealth Edison on these matters.
(Insofar as~we are aware, Commonwealth's f
concurrence in the instant motion has not been sought.)
Given the Commission policy encouraging settlements in cases of this sort (10 C.F.R.
S 2.203), the Board views favorably any. attempts to resolve matters in dispute through settlement.
Accordingly, the joint motion is aranted.
As sought by the motion, the filing date for'the Staff 9
and Commonwealth responses to Mr. Dickherber's answer is deferred until Monday,' July 9, 1990.
