Dear Mr. Frianklin:

On April 3,1990, a 10 CFR Part 21 report was sent to the Regional

-l Administrator, Region III,_ USNRC, (copy enclosed) from Illinois Power Company 4-

-(IP) concerning heat removal components supplied by American Air Filter (AAF) and installed at IP's Clinton' Nuclear Power Station.

Thereportstatesinparagraph(iv)that" Incorrect'dataforthe-pressure drop across the cooling coils'is the defect."

Further, paragraph (vi)--states that "IP has determined that AAF provided incorrect pressure drop data for-22 of the:23 cooling coils."

Under the provisions of 10 CFR Part 21, it is incumbent upon you to initiate -

l a Part 21 review of this reported problem for its applicability to your other l

customers who may have components with the same or similar defect.

If you are 1

unable to determine if the problem wouldl result in a defect, as defined in Part 21, then you are required under Section 21.21(a) to notify your customers

- I of the matter so that they can complete the evaluation. -Please provide to the' HRC the results of your review and identify those customers that you have notified of this problem.
