The Commission met to discuss-collegially topics of individual Commissioner interest.

White Flint Elevators chairman Carr requested a recheck of the' programming to avoid unnecessary duplication of stops.

Commissioner Remick expressed concern about-the current allocation of resources and suggested a review of the staff's capability for conducting thorough licensi.ng i

Chairman Carr noted that the= staff-had-performed a licensing resource review at the' request of former-Chairman Cech.

The Commission requested:

l a) an early report from the staff on whether Part 52 is sufficiently clear on defining what conctitutes an essentially complete design;

Chairman Carr suggested minor revisions.

NRC Role in Utility Manacement-Related Issues This topic was discussedtwithout final resolution.

Commissioner Curtiss expressed the view that the NRC should inform licensees about what is wrong with their operations but NRC should not be drawn into-advising licensees on how to correct their problems, how to manage their operations or Eh2 i

should be managing their activities.

Commissiongr Plant Visits Commissioner Curtiss suggested consideration of additional coordination among Commissioners' offices of visits by individual Commissioner's to nuclear power' plants so that most plants get at least one Commissioner visit every year.

(Subsequently, the Secretary forwarded a revised list of

Succested Topics for Next SES Conference ij Chairman Carr invited the Commissioners to suggest topics to him for inclusion in the agenda for the next SES conference.
