MINUTES OF APRIL 10, 1990 MEETING WITH STS LEAD PLANTS-At the request of the STS lead plants OTSB and the lead plant PM's met with the lead plant utilities to discuss several items of mutual interest. An~

4 The main item of interest to the lead plants was the processing of their individual emendment requests; including Sholly processing, review procedure, a
review schedule and review end inspection of the new.TS implementation process.
The staff indicated that our process would essentially be the same as the.
process used to review any amendment, and would be consistent with 10 CFR Parts 50.91, 50.92 and with the.NRC's internal operating procedures (DLOP 228, as revised).
Two other issues discussed were:
1)
Implementation of the Hatch 1 amendn.ent, as a " follow-on-plant" and its relationship with Hatch 2:as a lead plant. The Staff ~ indicated that joint' implementation could be worked out.
- 2) Starting "new" or " tightened" surveillances with time "zero" being current l
at time of new TS implementation. The staff is considering the. industry's t
proposal and will develop en NRC position dur og the STS review.
