V0GTLE ELECTRIC GENERATING PLANT - UNIT 1 REVISION 4 TO INSERVICE INSPECTION PROGRAM Gentlemen:
In accordance with Georgia Power Company (GPC) letter MSV-00169 dated March 27, 1990, enclosed is Revision 4 to the Vogtle Electric Generating Plant, Unit 1 (VEGP-1)
Inservice Inspection (ISI-)
- Program, ISI-P-000.

revision is being submitted for NRC review and approval in accordance with Technical Specification 4.0.5 concerning surveillance requirements.
The enclosed documents supersede portions of the original ISI program previously submitted. A summary of the changes resulting from Revision 4 is also enclosed.
Ten copies of this submittal are provided herein for your convenience.
Revision 4 to the VEGP-1 ISI Program includes the withdrawal of Relief Requests RR-45, 47, 48 and 54 which were discussed in GPC letter MSV-00169.
In addition to the program changes resulting from the withdrawal-of the aforementioned relief requests, Relief Requests RR-12 and RR-32 have been revised.
Relief Request RR-12 has been revised to delete a reference to Relief Request RR-13 which was withdrawn by Revision 1 to the VEGP-1 ISI Program and to add a statement specifically indicating why relief was being requested.
Relief Request RR-32 has been revised to include the surface examination' of the reinforcing plate-to-vessel welds-in the Residual Heat Removal (RHR) System heat exchangers, elaborate upon the requested relief, and to better graphically depict the VEGP-1 RHR heat exchangers nozzle and vessel shell configuration. The resulting change in Relief Request RR-32 makes - that relief request similar in content to Relief Request RR-32 for Unit 2 at Vogtle.
Finally, Relief Requests RR-55 and RR-56 have been added to the ISI arogram although the subject relief requests are intentionally being left 31ank.
This is being done for administrative purposes in order that the relief request numbering sequence and relief request content will correspond between the two Vogtle units, e.g., Relief Requests RR-ll are similar for both Vogtle units.

The NRC is requested to review and grant approval of the enclosed ISI program changes in accordance with 10 CFR 50.55a (g)(6)(1).
Relief requested by the enclosed changes does not affect public health and safety.
Approval of the enclosed ISI program revision is requested by November 1, 1990.
