SUBJECT:
MINUTES OF CRGR MEETING NUMBER 101 The Committee to Review Generic Requirements (CRGR) met on Wednesday, March 14, 1990 frora 1:00-5:00 p.m.
A list of attendees at the meeting is attached (Enclosure 1).
The following items were addressed at the meeting:
1.
R. Bernak (RES) and G. Milman (RES) presented for CRGR review a proposed amant'.ent to 10 CFR 50.55a to endorse recent revisions to ASME Section XI and ASME Section Ill.
The Committee provided comments on the proposal, after which the staff withdrew the package for revision and resubmittal.
This matter is discussed in Enclosure 2.
2.
/. Wichman (NRR) and S. Lee (NRR) presented for CRGR review a proposed Generic Letter for promulgating to licensees detailed guidance and criteria regarding non code repairs to ASME Class 3 piping for defects found during plant operation.
The Committee recommended in favor of issuing the guidance for non-ccde repairs, but did not endorse the con ~
cept of pre-approval of relief requests in such circumstances.
This matter is aiscussec in Enclosure 3.
3.
C.E. Rossi (NRR) and V. Hodge (NRR) presented for CRGR review a proposed Supplement to the Service Weter System Generic t.etter (GL 89-13) for promulgating a summary or workshop discussions with licensees regarding implementation of that generic letter.
The Committee recommended in favor of issuing the proposed Generic Lette^ Supp'ement subject to several minor changes to be coordinated with the CRGR Staff.
This matter is discussed in Enclosure 4.
In sccoraance with the E00's July 18, 1983 directive concerning " Feedback and Closure of CRGR Reviews," a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes.
The response, which is required within five working days after receipt of these minutes, is to be forv dod to the CRGR Chairman and if there is disagreement with CRGR recommendatior, to the EDO for decisionmaking.
