Gentlemen:

This refers to the_ inspection conducted by Mr. R. E. Baer of this office during

the period March 5-8, 1990, of activities authorized by NRC Operating

License R-23 for the Texas A&M University AGN-201M Reactor, and to the

discussion of our findings with Dr. F. D. Jennings, and other members of the

university staff at the conclusion of the inspection.

Areas examined during the inspection included reactor operations, emergency

preparedness, radiological protection, material accountability, and the

physical security plan. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observrtions by the inspector. The inspection findings are

documented in the enclosed inspection report.

During this inspection, _it was found that certain of your activities were in

violation of NRC requirements.

However, in accordance with 10 CFR Part 2,

Appendix C,Section V.G.1 of the NRC's Enforcement Policy, no citation is being

issued for the violation described in paragraph 7 of the enclosed inspection

report.

No deviations were identified.

The inspector identified three open items in paragraph 14 concerning radiation

surveys during reactor operations, radiation survey locations, and personnel

monitoring devices that require further NRC review.

We have also examined actions you have taken with ragard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.
