Special Report Revision In a Special Report dated September 16, 1988 (Letter CAO-313-88), Fire Damper (FD) 56 was identified as needing repair since the damper had not been-installed in accordance with the manufacturer's instructions. The Special Report stated that repair of.the damper was expected to be
. completed by December'30 1988. After submittal of the Special Report, it was determined ' that replacemer.t of the damper, rather than repair, was necessary. An order was placed for a new damper, and;FD 56 was scheduled to be replaced during-the 1990 refueling-outage. However,-difficulties in procuring materials for the job require the work to-be delayed until the 1991 refueling outage. A custom built fire damper-is' required for.this particular application and the company (Pullman Construction Industries) that was contracted to supply the product went out of, business =early in 1990. Portland General Electric Company is currently in the process of.
qualifying a new vendor to supply the. damper. The damper must be. replaced
- I during a plant outage as it is part of a high energy line break (HELB) barrier.
In a Special Report dated December 21, 1989 (Letter CPY-348-89).FDs 52 and 61 were scheduled to be replaced by December 31, 1990..These dampers are part of a HELB barrier and require a custom built design in order to meet the necessary fire /HELB design requirements. The completion of the design and procurement d a new-damper will not be done in time to-allow installation by December 31, 1990. Therefore, these: dampers have been rescheduled to be replaced by July 15, 1991.
A March 1, 1990 (Letter CPY-081-90) update to a December.1, 1989 Special Report (Letter CPY-320-89) identified that FDs 97 and 93 would be replaced by March 16, 1990 and April 16, 1990, respectively.
During the installation of FD 97, problems were identified with the wall in which FDs 97 and 93 are located.
Rework of the wall has delayed completion of work on FD 97 until Apell 27, 1990,

identified restrictions on removing room coolers from service limit the.
l time periods.during the' year when FD 93 can be replaced.. A room cooler, Which is support equipment for engineered; safety features systems, must be removed from service to allow. replacement of FD 93.
The present plan is..to accomplish replacement of FD 93 prior to? the end of t
the 1990 refueling outage. Meeting the requirements of support equipment
- operability.may require delaying-the work until-the 1991 refueling outage.
Replacement will be made when Plant conditions allow the work to be-performed, with the latest expected completion'date being the and of the 1991 refueling outage.
