SUBJECT:

EllERGENCY DIESEL GENERATOR FUEL DIL - STORAGE TANK SAMPLING WATERFORD STEAM ELECTRIC STATION, UNIT 3 (TAC NO. 76159)

By letter dated March 27, 1990, Louisiana Power and Light Company (LP&L) requested approval of an alternate test method for sampling diesel fuel oil in the storage tanks. The request is based on the LP&L position that.the alternative sampling technique will provide an acceptable sample and the need to subject the technician to an obvious safety hazard is unwarranted.

3 He have reviewed the LP&L request and agree that the current procedure for sampling imposes a safety hazard to the technician. The proposed alternate samplingtechniquewillutilizethevalvesdesignatedEGF-110A(B)todrawoff a sarple after "several liters of fuel oil" have been flushed from the line.

The transfer pump will have been run in a recirculation mode prior to the sampling to clear the pump and recirculation line. LP&L should assure that sufficient oil has been drained off before taking the sample; several liters as mentioned should be checked to see that this volume sufficiently flushes the lineouttothevalvesdesignatedEGF.111A(B).

We are also aware that LP&L will investigate the use of a new sampling nethod and ASTil code for particulates. LP&L should proceed with those investigations and inform this office of the results.

Based on our review of the LP&L request, we find the proposal acceptable.

Pursuant to ASTM D270 1975, Section 11, LP&L is authorized to obtain samples by the described process from valves EGF-110A(B) in lieu of the requirement to obtain samples from the top of the tank.
