Dear Senator Kennedy:
I am responding to your letter.of February 27, 1990, in which you enclosed 15-questions-concerning weld radiographs at Seabrook. The staff's: responses to those questions are enclosed. As you' will note, the Nuclear Regulatory-Commission (NRC) was aware of concerns regarding the adequacy of weld-radiographs early in the construction-process and. conducted numerous inspections of welding, nondestructive examination, and the licensee's" quality assurance program The results of this licensing.inspectien process supported-the staff's recomirendation that Seabrook could be operated safely.
I have also received your letter of March 12, 1990, in which you pose addi-tional questions regarding quality assurance at'Seabrook. We-will respond to those questions in the near future.
