SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING THE ORDER TERMINATING FACILITY LICENSE NO. R-114 MICHIGAN STATE UNIVERSITY TRIGA NUCLEAR REACTOR DOCKET NO. 50-294-
3.0 INTRODUCTION
By letter dated January 20, 1989, as supplemented on May 4, 1989, the Michigan State University (the licensee) submitted a plan for dismantlement and decon-tamination of their TRIGA Nuclear Reactor facility and a request for termination of Facility License No R-114 Following review by the NRC staff, the plan was approved and the licensee commenced dismantlement and decontamination.
Upon completion of the dismantlement and decontamination, the licensee submitted a report, by letter drited November 6,1989, entitled " Decommissioning Final Report and Termination Radiation Survey Results," as modified on November 21, 1989, as a basis for license termination.
On December 18, 1989, Oak Ridge Associated Universities (0RAU) representatives performed a termination survey at the facility under an interagency agreement and in accordance with a Request for Technical Assistance from Region III.
2.0 EVALUATI,0N In a memorandum dated March 13, 1990 (R. C. Knop, Region III, to T. S. Michaels, NRR) Region III concluded that, based on the termination survey performed by the ORAU, the residual contamination levels for the reactor facility comply with the criteria of Regulatory Guide 1.86 Table I, which establishes acceptable residual surface contamination levels, and is below the exposure limit, established by the NRC staff of 5 micro R/hr above background at one meter (See Section 5.0 Reference).,Therefore, the facility can be released for unrestricted use.

3.0 ENVIRONMENTAL CONSIDERATION
The Commission has prepared an Environmental. Assessment (EA), which was published in the FEDERAL REGISTER on April 4,1990 (55FR 12612).
On the basis of the EA and the above Safety Evaluation the Commission has determined that no Environmental Impact Statement is required and that issuance of this Order terminating the license will have no significant adverse effect on the quality _of the human environment.

4.0 CONCLUSION
Based on the foregoing considerations, the staff concludes that Facility License No. R-114 can be terminated without undue risk to the health and safety of the public or workers, and without any significant impact on the public or the environment.
