Unescorted Access to Licensee Facilities Dear Sirt Operating reactor licensees (References (a), (b), (c), and (d)) are required to have security plans in conformance with 10CFR73.
These plans are reviewed by the staff in accordance with the cited regulations, Standard Review Plan 13.6, Regulatory Guide 1.17, and appropriate Division 5 Regulatory Guides and are eventually approved by the staff as adequate programs for implementation of all facets of physical security.

Although each plant has an approved NRC security plan for access authorization, elements of individual plans may not be exactly identical.
Some plans may be more conservative than others but all have met NRC standards
'i for acceptance. As a specific case, an employee whose personal character has l
been established as satisfactory for unescorted access according to the criteria of one licensee's security program, should not be subjected to an additional background check to different criteria to establish the suitability of his personal character for unescorted access to another licensee's facility. This proposed position is consistent with current NRC access l
provisions for regional inspection personnel visiting plant sites.
t Another specific case relates to fitness for duty requirements.
If an individual is active in a fitness for duty program at one facility, and if the individual spends time at another licensed facility, no additional pre-access testing should be required even if the testing standards are different. This

There are many times when our engineers and the engineers and operating stcff of the other plants interchange support services in areas such as technicul assistance in emergency plan response and in quality assurance audits and surveillances.
By allowing each plant to recognize applicable portions of the NRC-approved access authorization requirements, ease of access would be greatly improved, increasing productivity and efficiency. Any site specific training would be performed to assure compliance with site access authorization requirements.
Therefore, interchanging of personnel between licensee facilities should in no way be encumbered because of any detailed differences between the respectivo licensee's physical security plans, This proposed position is also consistent with current NRC access provisions for regional inspection personnel visiting plant sites.
We are requesting that NRC permit us to recognize NRC-approved site access authorizations for other facilities as an acceptable basis for granting unescorted site access to each of our facilities. This request is based on using the same criteria that NRC regional inspection personnel currently use to obtain unescorted access to all our facilities.
