j Dear Sir NRC Bu11etin-88-11 (Bulletin) addresses pressurizer surge line integrity in light of previous occurrences of unexpected thermal movement of~

'the line due to thermal stratification. The Bulletin requested.that PWR licensees establish and implement a program to confirm pressurizer surge line L

integrity in view of the occurrence of thermal stratification,-and to inform

the staff of the actions taken to resolve this issue.

I Bulletin Action 1.a requested that licensees conduct a vistial!

I inspection of the pressurizer surge line at the first available cold shutdown j

which exceeds seven days. Since receipt of the. Bulletin, the first available-

- cold shutdown which e'xceeded seven days for Byron Unit 1 occurred during the recent refueling outage (January 1990). During the refueling' outage, a visual l

inspection of the unit's pressurizer surge line was performed. Additionally,.

.)

the inspection included the rigid supports, variable (spring can) supports, 1

and whip restraints associated with the surge line. This inspection, which j

was performed by a qualified visual (VT-3/4) examiner, revealed no abnormal I

conditions.

It should be noted that the surge line does not contain any

snubbers.

This completes Bulletin Action 1.a for Byron Station since the. surge line inspection for Unit 2 was completed previously, as reported in References 1

(b) and (c).
