Dear Mr. Thorne:
Enclosed is an application for an export license (XCOM1036) recently re'ceived by the Nuclear Regulatory Comission, for the export of Zircaloy-4 BWR fuel channels for use in the-T.V.0. Olkiluoto Turku Pori Nuclear Power-Plants 1 and 2 in Finland. The total value of this export is approximately $2-3,000,000.
3 Before taking action on this request, we would appreciate your. views, in accordance with established procedures, as to whether the proposed export

meets the applicable criteria in the' Atomic Energy Act of 1954 as amended by the Nuclear Non-proliferation Act of 1978.
