Dear Mr. Davis 1

The letter of reference (a) stated a corporate review of the generic applicability of 10 CFR 50.59 safety evaluations was underway. Also, that as a result of this review the applicability of safety. evaluations prior to

manipulation of Emergency Core Cooling System (ECCS) valves to abnormal

4 positions would be resolved in response to a' Notice of Violation.

j Specifically, the conditions of concern would be when the valves have not been 1

repositioned as a result of an 00S or an. approved. procedure.

It was also

.l stated that a draf t report would be internally issued by February 9,1990 and that final disposition of a resultant Nuclear Operations Directive (N0D).and its content as applicable to abnormal ECCS valve positions-would be provided i

by April 15, 1990. The following describes our actions relative to these commitments.

The Corporate Task Force completed a draft document entitled "10 CFR 50.59 Implementation Task Force Report" on. February 8, 1990.

The draft report l

was issued to each of the Commonwealth Edison Nuclear Stations for; review and i

comment. Numerous comments were received on the draft.

Incorporation of I

these comments into the draft and reformating to produce a Corporate N0D, including an assessment of the required resources for implementation,.will be l

an iterative process.

Issuance of the N0D in an approved form is therefore planned for October 1, 1990. The final content and' implementation schedule,

as specifically applicable to abnormal ECCS valve positions, will be provided at that time since it has not yet been established.
