Dear Senator i.evin:

I am responding to your letter of March 19, 1990 which enclosed correspondence dated January 15, 1990, from Ms. Kathryn Darnell,of East Lansing, Michigan.

You asked us to look into Ms. Darne11's concerns with respect to boiling-water reactors designed and manufactured by the General Electric Company.

We had previously responded to Ms. Darne11's January 17, 1990, letter to Chairman [Zech] Carr on February 12,1990andareenclosingacopyofboth her letter and our response for your consideration. Ms. Darnell s January 17, 1990, letter expressed. concerns regarding the adequacy of containment structures for General Electric (GE) reactors to protect the public in case of an accident as well as her belief that these reactors are considered unsafe by both the GE engineers and members of the Nuclear Regulatory Commission (NRC).

As explained to Ms. Darnell in our response, by Director's Decision (DD-89-9) dated December 4, 1989, we had responded to Ms. Anna Harlowe's March 8,.1989, letter which contained concerns similar to Ms. Darne11's. We enclosed a copy of the decision for Ms. Dernell's information. We further explained that the information contained in the Director's Decision would provide the reasons why GE reactors have been permitted to continue operation.

Briefly, we concluded in our Director's Decision that GE reactors are currently designed-to respond adequately to all design-basis accidents and that several NRC programs and industry initiatives are being implemented to make the design and performance of GE reactors even better. After careful study, we have determined that'these reactors do not need to be shut down while improvements are being made.

As stated previously, I am enclosing a copy of both'Ms. Darne11's January 17, 1990, letter and our February 12, 1990 response.
