SUBJECT:
MEETING WITH BABCOCK & WILC0X AND AVANCER ON THE ECOSAFE HIC-55 TOPICAL REPORT REVIEW Enclosed is a surmary of a meeting with Babcock & Wilcox (B&W) and AVANCER Technologies on the review of the ECOSAFE HIC-55 Topical Report review.
B&W and AVANCER have reached an agreement that will result in AVANCER taking over the licensing responsibilities on the Toolcal.
If you have any questions about the meeting or about the Topical Report review, please contact either Mike Tokar or Bob Shewmaker.
Bob is taking over as the Project Manager on the review.

Purpose:
Discussion of Review of Babcock & Wilcox ECOSAFE HIC-55 Topical Report (TR)
Summary:
Babcock & Wilcox (B&W) disclosed that they had reached an effort on the ECOSAFE HIC-55 TR. agreement with AVANCER Technologies for AVANCER t This agreement will formally:take effect on April 13, 1990.
Both B&W and AVANCER presented letters documenting this agreement.
AVANCER indicated that Doug Weiss of the License Fee Management Cranch had requested copies of these letters, and NRC indicated that this would be taken care of following the meeting. B&W. indicated that another. letter providing the details of the transfer agreement would be transmitted on or about April 13.

There was also a discussion of whether or not a new.information was discussed.
Docket would be required because of the transfer.
It was determined that the NRC would investigate with NRC legal and other staff the correct way for AVANCER and B&W to indicate how proprietary information would be handled in the transfer, and how AVANCLR should indicate the handling of proprietary information to the NRC.
