10 CTR PART 50 -- STABILIZATION AND DECONTAMINATION PRIORITY AND TRUSTEESHIP PROVISIONS t
I have no objection to the changes to 10 CTR 50.54 (v) that the staff has proposed in SECY-90-059.
In addition, I agree that we should not raise the minimum insurance coverage limit above that required by the current regulations unless and until we identify an actual need for changing the limit and develop a reasonable estimate of the increased level of coverage that is required.
In my view, the present. rule provides an adequate mechanism for the Commission to revisit the issue of what the appropriate level of coverage should be, based upon periodic staff assessments of actual need.
With the understanding that the staff is publishing i
the PNL report as one possible methodology to assist the staff in
?
conducting its periodic reviews, rather than for the purpose of

subsequently incorporating this particular mechanism into the i
regulations as an " automatic inflation adjustment", I do not have any objections to the staff's seeking public comments on PNL'c proposed formula and methodology.
I would, however, like to see the PNL report and the accompar.ying rederal Reaister Notice before this report is published for comment.
