I On March 28, 1990, menbers of the NRC staff met publicly with representatives of NUMARC to discuss their recently issued draft guidelines for design basis i
j programs. The NUMARC guideline presents a methodology to perform a design i
bases reconstitution effort.

The NUMARC representatives stated their guideline was currently under review by i
various utilities and a forthcoming revision would address the utility and NRC r
comments. The NUMARC representatives reiterated a request that the NRC en-forcement policy be examined to identify whether utility exposure to enforce-ment actions, resulting from self-identified problems identified by a design
