On March 26, 1990 representativesofPennStateandtheNRCstaff(Enclosure 1) met to discuss a new instrument and control system that is proposed for instal-i l
1ation at the Penn State TRIGA Research Reactor.
Details of the system were outlined in material (Enclosure 2) provided by Penn l
State. Some aspects of the system that will require additional discussion are the CRT update rates, the safety implications of the operator having access to j
both the control and monitoring system, details of the validation and verifica-tion (V8V) plan for the software, the human factor considerations that entered l
into the console design, how changes to the source code will be controlled, the functions of the watchdogs and the safety aspects of having three control rods under computer control in the automatic mode.
The installation of the system is planned for late 1990 or early 1991.
Licensing options for the system were discussed without any conclusions being reached.
It was pointed out by the staff that any changes or additions to the Technical Specifications would require staff review and approval.
