Y/.NKEE HUCLE/R POWER ST/tTION (YNPS) th5PECT!0!! REPORT On Septerter 20, 1988, M. fairtile was at Yankte Nuclear Pcvtr Station (YNPS) for t4e purpose of inspecting the implementation of Moderator Dilution.
MPA B-03 (T12515/94).
Based on the review, it is concluded that the licensee has cornplied with the IRC request for the performance and r,ubmittel of an analysis of the potential for and consequence of boron dilution at YNPS.
The enclosed presents intrection observations and will be forwarded to the Resident Inspector for inclusicn in the noxt inspection report.

Introduction The following licensing action was selected to verify irplementation at Yantee
& clear Patr Station:
- Moderatcr Dilution - PFA B-03 (T! 2515/94)
The purpose of the inspection was to satisfy the verification rec,uirepeats of

By letter dated Septerter E6,1977 tie tPC staff informed tre licensee of an incident which occuritd at an operating (PWR ftcility irwolving unanticipated dilution of the reactor coolant systesa RCS) borvn concentrt. tion.
The Septenber 1977 letter requested that the licensee review existing boren dilution analysis to assure that tiese analyses are bounding for all potential bottn dilution events including an assessrcr.t of factors which affect the capability of tre oper6 tor to take corrective action.
The letter further requested the licenste to inform the NRC staff if, based on the results of the ar41ysis,correctivt acticns are required (design or protecbrel) to preclude the occurrence or riitigate the consequences of postulated boron dilution accidents.
A letter sin:ilar to the Septerter 26, 1977 hRC letter was sent to til licensees of operating PWR facilities.
The review of licensees' responses to the boron dilution i uity was undertalen by the 100 staff and identified as Multiplant Action (FTA B-3.
The licensee responded to tie Septerter 26, 1977 letter by their letters d&ted Ibrch 2(,1981, and July 6,1981.
The licentte's letters provided the tesuits of t.n a na ly si s fo r YNP$.
In t safety Evaluation (SE) transmitted to Yankee Atotric Eltetric Coppary (YAEC) on July 22, 1981 it was concluded that the " licensee has derrnstrated that tre plant is adequately protected for postulated boren dilution events in all nodes assun.ing the worst sirgle active failure".
[4 sed on our review we conclude that the licensee has conplied with ARC request for the perfornonce and submittal of an analysis of the potential for and consequence of boren dilution accidents at YNPS.
