Dear Mr. Carrt It has come to our attention that numerous evaluations of significance to the safe operation of Seabrook Station have been I
prepared at the request of Public Service of New Naapshire (PSNM) or its subsidiary, Now Hampshire Yankee, by the Institute of
]
Nuclear Power operations (INPo), Atlanta, Georgia.

These reports evaluate energency equipment maintenance and design, preparedness, operator training, and a variety of other aspects. !
relevant to whether seabrook station can be safely operated and whether the surrounding coanunity can be safely evacuated in an emergency.
Where appropriate, these reports recommend corrective action to confora to NRC requirements or industry-wide standards and practices.
PSNH has responded to these evaluations indicating whether corrective action can or will be taken and providing timetables for when deticiencies will be corrected.
PSNH has applied for and been granted a full power license to operate seabrook Station absent the granting of a stay by a court on or before March 15, 1990.
In light of'the existence of these safety evaluations and their direct relevance to the licensing proceedings, we have grave concerns about the operation of the plant until all parties to the licensing proceedings have been 4
given the opportunity to examine these INPO reports and responses and evaluate their safety significance.
Enclosed for your information is a copy of a letter we have sent today to Mr. Edward Brown, President and Chief Executive Officer of New Maapshire Yankee, requesting t these evaluations, and his responses, hat he promptly disclose all, to the NRC and to this Subcommittee.
We urge you to direct a similar request to Mr.

r It has come to our attention that the Institute of Nuolear Power l operations (INPC), Atlanta, Georgia, has prepared a series of l
reports relevant to satety at the seabroek nuolear power station,
j in seabrook, New Hampshire.
These reports were prepared on the t
basis of site visits by employees of INFO at the request of Public service of New Hampshire and/or the New Hampshire Yankee Division of PSNN, owners of Saakrook Station.
INPO is a private organisation supported by the utility industry to provide individual companies with evaluatione intended to raise the standard of satsty at those companies.-
l These reports evaluate emergency preparedness, operator training ;
equipment maintenance and design, and a variety of other items relevant to whether seabrook Station-oan be safely operated and whether the surrounding community can be safely evacuated in an emergency.
In addition, where appropriate, they recommend corrective action !
to conform to NRC requirements or industry-wide standards and practices.
No also understand that you have provided responses to these INPC evaluations indicating whether correotive action oan er will be taken and the timetable that you intend to fellow in making corrective actions.
In light of the direct relevance of these doousents to.the safe operation of sembroek station and to the issuanos of a full powes '
