Gentlemen:
Enclosed is one signed original and ten additional copies of the Fire Protection Operability Requirement (FPOR) 12, Issue 4,
and the revised Table of Contents (TOC),
Issue 9.
The TOC and FPOR are i
contained in Section FP 6.1 of the Fort St.
Vrain (FSV) Fire Protection Program Plan as approved in the referenced letter.
FPOR-12 is being submitted under the requirements of 10CFR50.71(e).
[i The attachment to this letter is a summary of the changes to the

FPOR. A 10CFR50.59 safety evaluation was performed on this issue of FPOR-12.
The evaluation determined that the revisions were not i
safety related, were not safety significant and did not involve or L
create an unreviewed safety question.
The revisions do not require changes to the FSV Technical Specifications.

OF CHANGES FPORell The NOTE contained in the ACTION Section regarding the Control Room annunciator and Table FPOR-12-2 has been deleted. Also, appropr16te:
revision was made to the BASIS and Table FPOR-12-2 has been deleted.-
A spelling error in the first sentence of the BASIS has been corrected.
TABLE FPOR-12-1 is extensively changed to correct plant locations, clarify wording, create a consistent format for the Table, and add new detectors as a result of design modifications. Also, the oil mist detector and control unit for zone number 16 have' been removed from the Table since the Hydraulic 011 System ($ystem 91) has been removed from operational service.
