Dear Mr. Chairman:

As promised in the Coumission's January 5, 1990 letter to you. I am advising you of the results of an NhC inspection of Crucible Specialty Metals of Syracuse, New York.

A copy of the inspection report is enclosed fc,r your information.

The inspection could not substantiate the allegation that Crucible falsified test reports through 1985.

The inspector reviewed 223 nuclear tensile test reports filed during a representative year (1983) and also reviewed the matter with representatives of the Defense Contract Administration Service (DCAS) stationed at the vendor's facility.

DCAS monitors Crucible Specialty Metals' quality assurance activities related to production of material for defense applications.

The DCAS representatives also had no information to substantiate the alleged record falsification.

Nonconformances not relating to the allegation but pertaining to quality program implementation were identified.

An unresolved item concerning the procedure for yield strength calculations was also identified.

The staff and management of Crucible acknow-ledged the inspection findings during an exit meeting at Crucible on December 21, 1989, and they will provide NRC with a written response describing corrective actions on the findings.
