Enclosed is an application for an export license (XSNM02515), recently received by the Nuclear Regulatory Commission, for the export of 'ow-enriched uranium for use as reload fuel in Sendai 2 in Japan. Assurances from the Government of Japan are required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurances will be appreciated.

Please note that the material is of Australian origin.

Please find en::losed our aplication for license to export slightly enriched UF6.

mis material will be used for the fabrication of fuel assemblies and ultimately loaded into Sendai Plant Unit No.2 (kcgion 8) owned by the We Kyushu Electric Power orpany Inc.

We country of origin of the Uranium is Australia.

We contract numbers for the uranium enriching servloes with the U.P.. Department of Energy are DE-SCOS-04UFJA206 and E(49-14)UES/JA/30.

The relevant enriched UF6 will te delivered at the U.S. D.O.E. Portmouth Enrichment Plant in Piketon, Ohio. After being exported to Japan, it will be converted to UO2 powder, pelletized and fabricated into fuel assemblies by Mitsubishi IAlclear Fuel, Ltd.

As to the validity of the export license, we wish to have a two year period from the date of issuance.

With regard to sampling, we request ttst one (1) pinch tube sanple be taken from each parent cylinder. This sanple thould be delivered to us c/o Teledyne Isotopes for independent analysis. We also request that the Nuclear Audit & Testing Company witness the weighing and sanpling.
