Dear Mr. Matthews:

In conjunction with NRC's issuance of the draft Technical Evaluation Report (TER) for the Ambrosia Lake UNTRA Project site, we reviewed the proposed Remedial Action Inspection Plan (RAIP), Revision A, submitted bysyour. letter of October 20, 1989.' The following items of the proposed inspection program were.

identified as deficient:

1.

The " Staff Technical Position on Testing and Inspection Plans during DOE's Remedial: Action at Inactive Uranium Mill Tailings Sites," Revision 2 January 1989, (STP on Inspection), requires that all fill other than-contaminated material have in place field density and' moisture tests performed once for every 500 cubic yards of material placed.

Contrary to this.-the proposed RAIP, Section 6.1.4 b, requires,a testing frequency of V

only once for every 1000 cubic yards of. material placed.

2.

The STP on-Inspection requires that'at least one in place field density and moisture test be performed on each lift placed.

This provision is not in l

the proposed RAIP.

3.

The STP on Inspection requires that gradation and classification testing of the radon barrier material be performed once for every 1000 cubic yards of material placed.

Contrary to this, the proposed RAIP requires gradation a'nd classification testing only once for every 2000 cubic yards.-
