Hatch Nuclear Plant Environmental Technical Specifications, Section 5.6.1, this report is submitted summarizing the environmental surveillance activities for Units 1 and 2 of the Edwin 1. Hatch Nuclear Plant for the period January 1,1989 through December 31, 1989. Reportina Reauirements A. Summaries, Analyses, and Interpretations of the Results of the o Environmental Monitoring Activities for the Report Period L There were no nonradiological environmental monitoring activities performed at Plant Hatch during the reporting period beyond those performed in accordance with NPDES Permit No. GA0004120 and referenced in section H below. B. Comparison with Preoperational Studies, with Operational Controls, and with Previous Monitoring Reports These comparisons were not necessary because no nonradiological monitoring l programs were conducted during the reporting period beyond those performed l in accordance with NPDES Permit No. GA0004120 and referenced in section H L below. 1 C. An Assessment of the Observed Impacts of Plant Operation on the Environment l There were no significant adverse environmental impacts associated with plant operations during the reporting period. l D. In accordance with the provisions of the following NPDES permit, Georgia Power Company certifies that no priority pollutants, other than chromium or sinc are present in detectable amounts in the cooling water discharges of the reference plants. I i RACKGRQUND 'This study was conducted on the NPDES permitted waste streams using i data collected during the time period of March la to March 25, 1989. A description of the waste streams are as follows 1. MON-CONTACT COOLING This system consisted of discharges from the Plant Auxiliary West Exchangers and the Diesel Generator cooling. The Plant Auxiliary Cooling systems consisted of heat exchangers located'in the sentrol, radwaste, reactor, turbine and waste gas buildings. This system was supplied by the plant service water i aystem and discharges into the circulating water system (cooling towers) to provide make-up water. Flow rates were calculated using pump name plate data. The diesel generator cooling water system was supplied by the plant service water system and discharges to the discharge structure mix-ing chamber via the radweste discharge line. This system was used for cooling the emergency diesel generators. The diesel generators for Unit one, 1A and ic), normally had a continuous flow of cool-ing water irreg(ardless of their operational status. Unit One's diesel generator (18) and Unit Two's diesel generators, (2A and 2C), were supplied with oooling water only during system operation; which consisted of testing and emergencies. Flow rates and measure-ments were calculated using pump name plate data. 2. IAN VOLUNE WASTE (NEUTRALIEATION TANK) 01G This wasta stream consisted of dominera11ser regeneration wasta composed of sulfurio acid, modium hydroxide and rinse water. All regenerative waste was collected in a sump and recirculated into a 38,000 gallon above-ground tank until the pH was between e and 9. chemical addition for pH edjustment was

The neutralisation tank was discharged via gravity into the Unit one mixing chamber. The maximum flow rate achievable was. calculated using the volume of the tank and the radius of the discharge pipe. The daily average flow rate was calculated by dividing the total volume discharged by the total minutes in the test period. The flow rate measurements of this system were based on its calculated maximum flow rates and discharge duration. e

The daily average flowcapacity of the rate was cal-culated using the difference between the Unit one mixing chamber flow rates and the other Unit one waste streams. The flow rate measurements of this system were based on mathematical osaputations relating this waste stream to all the others that were applicable. 5. COOLING TOWER SIDWDOWN (UNIT TWO) 02A This waste stream consisted of discharges from the Unit Two closed-loop circulating water system. Make-up water for this systou was derived from the non-contact auxiliary plant water. The discharge originated at the circulating water pumps dis-cooling charge and was routed to the Unit Two sixing chamber. The maximum flow rate achievable was based on the total pumping capacity of the plant servios water system. The daily average flow rate was oml-culated using the difference betwesen the Untt Two mining chamber flow rates and the other Unit Two waste streams. The flow rate measurements of this system were based on mathematical cosputations relating this waste stream to all the others that were applicable. 4. 000LZHS WATER cVERFI4W This waste stream consis(UNIT ONE) 015 ted of discharges from the closed-looped circulating unter system. Make-up water for the system originated from the n m oontact auxiliary plant cooling water system. The dis-charge originated at the Unit one cooling tower fiume and was rout-ed to the Unit one mixing chamber. The maximum flow rate achievable was based on the total pumping capacity of the plant servloe water system. The daily aveyage flow rate was calculated by dividing the total gallons discharged by the total minutes in the test period. The flow rate measurements of this strema were based on the best conservative estimate at the time of subsequent discharge. NOTE: This waste stream was permitted for use in lieu, of outfall mumber 01A.

- 13. INTARE SCREEN RACKWAsH 03 This waste strema consisted of river water being used continuously to backwash the plant's travelling water intake screen.
The river water used to backwash the intake screen was gravity fed back to the river. The marinum flow rate achievable was based on the total pumping capacity of the plant service water system for both units. The. daily average flow rate was calculated by dividing the total gallons of backwash water discharged by the total minutes in the test period. The flow ubo measureaants were based on the constant backwash from the plant sanice water system and the engineering data review of the backwash pump name plate data. 14 2P65 CHILLER WATER BIAWDOWN 04 This waste strema consisted of discharges from the Unit Two Reactor Building and the Radweste Building closed-loop circulating water systems. Make-up water for this systen originated from the plant sanitary water system. The marinum flow rate achievable was cal-oulated using the pump name plate data. The daily average flow rate was calculated by dividing the total gallons of water discharged by the total minutes in the test period. The flow rate measurements were based on engineering data reviews.
- 15. SEWAGE TREATNENT EFFWENT 01F This waste stream consisted of the plant domestic sewage waste that was treated by two aeration package treatment plants.
Discharges from this facility was routed to the Unit one mixing obamber. The maximum flow rate achievable was calculated using the designed capacity of the aeration plants. The daily average flow rate was omiculated by dividing the total gallons of water discharged by the total minutes in the test period. The flow rate measurements were based on readinga obtained from a flow rate strip chart. -me----
