STAFF PLANS FOR CAPTURE, RETRIEVAL AND USE OF PLANT-SPECIFIC DATA FROM INDIVIDUAL PLANT EXAMINATIONS (IPEs)

Purpose:

To inform the Commission on staff plans for capture, retrieval and use of plant-specific. data from IPEs.

Backaround:

On December 14, 1989, the staff briefed the Commission on the status of implementation of the severe accident integration pl6n and on the status of licensee progress on Individual Plant Examinations (IPEs)..

Item 7 of the staff requirements memorandum (M891214) resulting from that briefing requested information about the staff's plans for use of IPE data and options for capture and retrieval of plant-specific data.

Discussion:

The staff plans to capture and be able to retrieve data submitted under the IPE sufficient to ensure accomplishing the objective of using the IPE to identify problems common to all or to a class of plants and to identify and correct' generic weaknesses in the regulations.

In fact, the staff has already begun the preparations for capture of plant-specific data from the IPEs.

A program has been in place for several months, with Brookhaven National Laboratory assistance, to determine the types of information from the sunaary documents expected from the licensees that should be entered into a data base.

at how to structure the data base to assure not only easy input and retrieval but also i

compatability with other NRC data bases, should we wish to transfer data following the review.

It is expected that the review of the first one or l

two IPE submittals will provide valuable insight on the exact data that should be saved.

is being prepared, with the expectation that it

can be easily modified as a result of the initial reviews.

The staff expects that data about plant i

features, plant damage states, and identified t

weaknesses as well as certain key analytical information such as containment event trees will e

be included.

Further, with so much information in hand, the staff will be in a unique position to correlate and disseminate information that might be of use to licensees.

In this regard, the data base should allow comparisons among plants for identified strength's, weaknesses, plant features and identified changes.

The staff discussed this

" clearinghouse" aspect of the IPE review in NUREG-t 1335, " Individual Plant Examination: Submittal Guidance," in Section 14 of' Appendix C.

was noted that the insights and information would l

be provided for the licensees to decide for i

themselves how relevant the information is with respect to their plants.

Because the level of review to be given each of the IPE submittals does not include our detailed validation of the data, it should be recognized that the data may not be of uniform quality, being based on different assumptions-or different levels of detail.

Therefore, its use may require a

certain amount of interpretation.

The staff is concerned that simplistic use of bottom-line probabilistic data may result in misapplication of l

the IPE results by parties not familiar with the process.

Therefore, in assembling the data base, the staff will concentrate on generic insights and not on bottom line PRA values.

Conclusion:==

The staff will continue to develop plans for capture, retrieval and use of plant-specific data from IPE submittals.

The staff will include an update of the status of those plans during the next regular Commission briefing on the status of the IPE program.
