the Appeal Board. issued an Order referring the February 28, 1990 Emergency b
Motion to the Licensing Board for appropriate action.
The Federal Emergency Management Agency (FEMA) provided the NRC with advice on offsite emergency planning issues. See 10 C.F.R. 5 50.47(a)(2).

technical staff experts are not able to assess the matters at issue in the l
Emergency Motion and to communicate their assessment and conclusions to
