The referenced letter transmitted the SALP 8 1\\oard Report for Quad

Cities Station which sununarized the Station's perf ormance for the period
October 1, 1988 through November 30, 1989.
The purpose of this letter la to
provide Cousnonwealth Edison's conenents on the subject report, as requested in
the reference letter.
'
Cowenonwoolth Edison helleves that, overall, the SALP 8 Report
represents a balanced asacssment of the strengths and weaknesses demonstrated
during the report period. Consnonwealth Edison appreciates the Staf f 's
recognition of the overall itnprovementa in performance at Quad Cities Station
since the last SALP period, especially the recognition of good performance in
the areas of Operation and Emergency Preparedness and sustained good
perfonnance in Security and Radiological Controls.
The goal of the Station as
well as Corporate management in to continue to promote an atmosphere of
professionalism for Station parsonnel and to aggressively pursue improvement
programs in order to achieve a Category 1 periorreance in all SALP categories.
To achieve excellence in all aspects of Quad Cities Station
operation, Conunonwealth r.dison realizen the need for continuing improvements
in all arean including those which have achie/ed SALP 1 performance. An Mr.
Shafer discussed during the February 22, 1990 meeting, the Station has
initiated en extensive Procedures Upgrade Program which entniin both technical
as vell as human factor enhancements to correct the weaknesses identified in

procedural adequacy.
In the area of procedural compliance, upper Station
management continues to stress the importance of adherence to procedures and
has initiated a program in which Station personnel pledge their support to the
philosophy of procedure adherence.
Finally, corrective actions have been
initiated in response to the NRC identified concerns related to contractor
control. Quad Cities Station concurs with Mr. Shafer's observation expressed
during the SALP meeting that better contractr.r control has been achieved
during the current Unit 2 Refueling Outage.
In the area of licensing activities, corrective actions to improve
quality of licensing submittels were initiated in 1989 and will be further
developed during the current SALP period to address NRC concerns.
Improvements in the quality of submittale during the latter portion of the
SALP period were acknowledged by Mr. Ross during the February 22,1990 SALP
Meeting. Continuing improvements to the licensing process should further
enhance the technical and administrative quality and timeliness of submittals.
Commonwealth Edison appreciates the NRC's efforts in their asseenment
of Quad Cities Station performance. Commonwealth Edison acknowledges the
Stait's efforts in anaisting Quad Citlen Station in their pursuit of
exceptional performance.
The SALP report as well as our aggressive
self-assenament activities will namist the Company in the focused allocation
of resources to f urther our pursuit ei excellence.
