Upgrade" Under Contract No. NRC-04-89-051 This confirms verbal authorization provided to you on October 20, 1989, to commence work under the subject task order, effective October 20, 1989, with a temporary ceiling of $55,000.00.

In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 006. This effort shall be performed in accordance with the enclosed Statement of Work and the contractor's proposal for this Task Order No. 006 dated October 9, 1989, incorporated herein by reference.

Task Order No. 006 shall be in effeet from October 20, 1989 through March 31, 1991, with a total cost ceiling of $146,210.00. The amount of $135,380.00 represents the total estimated reimbursable costs and the amount of

$10,830.00 represents the fixed fee. The total ceiling of $ 10,830.00 is inclusive of the $55,000.00 verbally authorized as discussed above.

t STATEMENT OF WORK SCIENCE & ENGINEERING ASSOCIATES, INC.

CONTRACT NRC-04-89-051, TASK 06 RULEMAKING SUPPORT E0R PROPOSED AND flNAL RULE CONCERNING EMERGENCY TELECOMMUNICATIONS SYSTEM UPGRADE OBJECTIVE:

The Nuclear Regulatory Commission is initiating a proposed rulemaking action to upgrade Emergency Teleconsnunications Systens (ETS) requirements at nuclear power plants. This task is to develop the regulatory analysis and supporting documents, and to provide limited review and oversight support for the proposed rule.

BACKGROUND:_

Thc NRC is proposing to amend its regulations to require holders of a nuclear power plant operating licenst to install and maintain the site specific portions of an Emergency Teleconununications System (ETS) at their site.

The ETS would provide the NRC with timely and appropriatt data necessary to fulfill its role during an emergency.

The NRC hos completed a number of reports and studies which address this issue in considerable detail.

This material and other relevant information will he forwarded to the contractor under separate cover following the initiation date of this task.

WORK TO BE PERf0RMED AND EXPECTED RESULTS:

Subtask 1:

Thc-contractor shall review preliminary working draf ts of the proposed and final rule and identify revisions as necessary to 1) ensure consistency with the regulatory analysis, 2) ensure that the requirements specified are technically sound and are compatible with state-of-the-art c6pabilities, and

3) improve its overall quality.

Further, af ter the proposed rule is published, the contractor shall respond to all public connnents submitted by industry and the general public.

Subtesk 2:

The contractor shall prepere a regulatory impact analysis (RIA) for the subject action which Conforms in format to the guidunce available in NUREG/BR-0058, Revision 1, " Regulatory Analysis Guidelines of the U.S. Nuclear Regulatory Commission," May 1984.

The RIA shall include the following distinct sections:

" Statement of the Problem; Objectives; Altcrnatives; Consequences (costs and b(nefits of alternatives (value-impact analysis), in. pacts on other require-ments, constrairits); Decision Rationale; and implemcntation.

In addition, the contractor will elso prepart as part of the rulemaking pedage the BecLfit Ane lysis, a Paper Roduction Act Statement, and input to

Deliverables:

1 The contractor will provide connents and r(commend revisions to_ the proposed rule in the October 31, 1989 to December 6,1989 timeframe.

The contractor will submit _ a draf t Rf A on the proposed rule by December !!,1989 which will contain all items specified in subtask 2.

The contractor will submit a final RIA'on the proposed rule by June 15, 1990.

The contractor will be available l

to defend the RIA as needed before the ACRS, CRGR,-Connission, etc. in the May to July 1990 timeframe.

The contractor will respond to public conments after the public connent period ends on November 30, 1990.

As a result of public i

connents, the contractor will modify the RJA for the final rule in December 1990. These d(liverable dates are dependent on the completion of major milestones by the user offices and their contractors.*

Revisions to the working draf ts of the proposed rule shall be submitted to the NRC one week af ter receipt from the NRC.

Responses to public comments shall be submitted to the NRC one month after receipt from the NRC.

The contractor shall also provide a brief monthly. letter report summarizing the status of work in progress and any problems or delays encountered in the conduct of this task, period of performance; The-contractor will complete this task by March 1991, period of performance:
