SUMMARY
OF FEBRUARY 8, 1990 GPC/NRC INTERFACE MEETING
-On February 8, 1990, the NRC sta f f (including NRR Project Managers, Region 11 personnel, and resident inspectors for both the Hatch and Vogtle plants) met with representatives of Georgia Power Company (GPC) a t the Ha tch si te near Baxley, Georgia to discuss issues that have the potential for affecting both the NRC and the GPC organizations.
Meeting attendees are listed in Enclosure 1.
The agenda for the meeting is at Enclosure 2.
Mr.
Matthews, NRR Project Director, opened the _ meeti.1g with a discussion of the latest NRC staff thinking regarding the methods of handling degraded plant conditions.
A copy of the slides used during this discussion are at Enclosure 3.
Mr. Beckham, Vice President-Hatch, informed the attendees that there were some organization changes at the Hatch plant that were about to s tart being implemen ted.
These changes were characterized as basically-changes in organizational structure, which would result in some grade changes, but that there were no real people changes involved.
Mr. Beckham also. presented a brief discussion of the ten major problems faced by the Hatch plant.
Mr Nix, General Manager for the Hatch plant, discussed the major activitiwu scheduled for the plant in'the near future.
Unit i was scheduled to begin its 12th refueling / maintenance outage on February 17, 1990.
The revised.EOPs, conforming to. Revision 4 of the EPGs, are scheduled to'bw implemented by April 1,
1990.
INPO' is scheduled to be at the plant in early April to look at the simulator, and then the full INPD team is due in late-April for the periodic evaluation.
The plant is busy working on-renewal of the training programs accreditation by INPO.
Mr.
- Fornel, the Manager of Maintenance for the Hatch plant, discussed the impact of Generic Letter 89-10.
The valve testing required by the generic letter is far more extensive than had been required previously and, in many cases, cannot be performed in accordance with the generic letter since the required pressures cannot be achieved.
There is much misunderstanding of the real requirements and the NRR staff agreed to look into the regulatory analysis that accompanied the generic letter to the CRGR before it was. issued to see if there is some clarifying information.

Fornel also described a new system for valve testing.
Called VOTES, it replaces the MOVATS/MAC tests, doing all that these tests do, but using a strain gaugesto measure the seating force.
Mr. Moore, Assistant General-Manager f o, lant Support at the Hatch plant, presented a brief description of the activities planned for the forthcoming Unit i outage and planned scheduling..

- Tully, a Senior Engineer from the GPC corporate office,
-discussed activities she has been involved with as part of the BWR Owners Group regarding better ways of handling JCOs and LERs.
She chairs the working group,-which has been soliciting involvement by PWRs as well as BWRs.
The working group is attempting to draft guidelines and achieve an industry consensus on-how best to handle these matters.
They anticipate being ready to come in to the NRC with a proposal for change during the summer of 1990.
M r '. Tipps, Nuclear Safety and Compliance Manager for Plant Hatch, l
presented a.brief discussion of-the plant activities in response to.the Fitness for Duty rule,- and the ef f orts to assure that saf ety evaluations prepared by the plant for 50.59 matters are handled in accordance with NSAC 125.
He also discussed the interest of the plant. personnel-in the Tech Spec Improvement Program.
During ths af ternoon, the meeting attendees broke out into separate j
groups to discuss items of particular interest to either the Hatch j
or Vogtle plants.
However, before breaking out into the separate meetings, it was-agreed that in view of the busy schedules at both the Hatch and Vogtle plants during the next'few months, the next
