Dear Mr. Ravenscroft:
1 This is in regard to your request for approval of. four routes to be used for transport of spent fuel as contained in your letter of December 28, 1989.

Y The route, as set forth in the enclosure, from Newport News, Virginia to the j
Department of Energy Savannah River-Plant, Aiken, South Carolina, and as requested in your letter, is judged to meet' the regulatory requirements.in accordance.with 10 CFR 73.37~for shipment of spent fuel and is approved i
through December 31, 1990.- Also the ports of Port Elizabeth, New Jersey; Baltimore, Maryland; Portsmouth, Virginia and Norfolk, Virginia, through which the shipment may transit, are judged to meet the-requirements of 10 CFR 73.37 and are approved.
In the event your carrier is required to
' deviate from the approved route, please call the contact listed on page two of this letter as soon as possible providing the details.
, Arrangements with law enforcement agencies'along the route as required by 10,
g CFR 73.37(a)(2) have been completed by the NRC staff. Data-relating to these arrangements and a copy of the ap3 roved route are enclosed. This information

These safe havens were designated by the NRC route analysis teams with the assistance of
