MEMORANDUM AND ORDER (Procedural Telephone Conference on March 15)
I will hold a multi-party on-the-record telephone conference on March 15, 1990 at 2 pm est, to address the following questions raised in Jon Scott's " Motion Regarding Scheduling, Service of Documents, Public Document Room and Hearing File."
The Staff is requested to participate in the portion of the conference relating to the Hearing File.
The agenda will bei 1.
The Hearing File -- A.
Are there relevant documents not now in the hearing file?
B.
Should further procedural documents be in the. hearing file?
C.
Should I request that the LPDR be left active?
D.
If the LPDR becomes inactive, will each intervonor be served with all relovant staff documents?
2.
Service.
How was the revised on-site emergency plan served?
On what date?
3.
Commencement of the project:
When does Rockwell plan to begin the nuclear phase of TRUMP-S?
(This question is essential to the scheduling of this case.)
4.
Discussion of the Schedule for the Case, as set forth in LBP-89-27, October 5, 1989, " Memorandum and Order (Scheduling), for the purpose of expediting the case.

Method of Service and Computation of Time.
The questions Jon Scott has raised concerning the need for the Presiding Officer to ask questions will not be. discussed at this time.
I intend to wait for Applicant's response be-fore asking questions, as Applicant can voluntarily supply requested information if it wishes.
Parties need not respond in writing to the Jon Scott motion, but they.should be prepared to do so succinctly during the telephone conference.
Each party or invited participant wishing to partici-pate in the telephone conference should telephone 301-492-7479 to indicate their willingness to participate and the telephone on which they should be reached.
This is a public conference.
Providing it does not unduly interfere with telephone quality, speaker devices may be used by parties, so the press or others may listen and more than one party may be sitting at one phone.
On the day of the call, parties will be telephoned beginning at 1:45 pm est, so that we may start on time at 2 pm.
Participants in the conference will.be called on in an orderly fashion.
They are not to interrupt others.
They are also not to make verbal attacks on other parties or to make provocative remarks that would be subject to objection were a party permitted to interrupt.
The presiding officer will regulate participation by objecting to improper mater-ial.
