'O he,. $ i mon, I hope you can-help find-an answer to-a problem we have,at the LaSalle Co. Nuclear Station..

Commonwealth Edison Company has put in place a Fitness-For-Duty program (F.F.D.). When we

~the' station at were given a briefing on the F.F.D.. we1were 1 told that: it would consist of drug / alcohol testing. TheLtesting is to be done on a random basis, but it is set: upfso that 100% of the on site population will be-testediat>sometime.

Testing will also be done if a-person is suspectedcof being under-the-influence. The F.F.D.

program was presented to all unions involved with the station.

The problem is that about two weeks ago,-all contractor-personnel were given notice to report for psycological' evaluations.I have sent a copy of one of the notices.

I've asked my union representative about this. I-was told that the union was not made awareDof theDfact that tests and background checks were to be done. I've also asked some of my supervisors about-the testing. The answers varied from, "I don't know any more than you do."to "It is the.N.R.C. trying to justify thier existence". to "It is part of Commonwealth Edison's new F.F.D. program".-

I work for Buyns Security. I had to go through all of this five years'ago in order to be hired. I would like to know why I have to have it done again. It seems like us contractors are being harrassed. Our integrity is being questioned. I find this a little upsetting. I feel that I have been a very good employee for the last five years..

. 1 If it isn't harrassment, then what is.the reason?-Wasn't the first test and background check done right? If so,I could under stand the need for this, but what will be done I

to the company that did the checks before?

xi H a,s some type of threat been'made to nuclear plants in the U.S.? Has something happened at a nuclear plant, to' warrant this action? If so, why.hasn't the N.R.C.

notified security?

The last two questions seem a little far-fetched to me too, but there has to be some reason for the retesting and double checking.

I'm sure that I'm not.the only'one wondering what is going on. As I've said earlier, the= union is going'to try to find out why this happening. Anything you or your office could find out would be greatly appreciated.
