3.1 Examination Review Coment/ Resolution In general, editorial coments or changes made as a result of' facility reviews prior to the examination, during the examination, or subsequent grading reviews are not addressed by this resolution section. This section reflects resolution of substantive comments submitted to the NRC by the facility licensee after the examination. The facility. licensee post-examination coments, less the supporting documentation, are included.in the report immediately following the master examination key. Unless otherwise indicated in this section, the facility licensee coments were. incorporated into the answer key.

Question 022: Both(b)and(c)arecorrectanswersandwerequestthatfull credit be given for either answer. The critical order for con-nection is that the reactor isolation valve power supply must be made prior to the connection for the seal source helium. All other connections may be in any sequence, and_the fuel handling machine umbilical may not be connected at all. This exam question comment has been made on prior exams. The referenced lesson plan lists a suggested sequence. The emphasis in class has been to connect the reactor isolation valve power prior to connecting seal source helium.

Response

This coment was not accepted as there was no documentation to support that the lesson plan answer was not the required sequence.

Question 024: This question is not applicable at this time for the reasons given herein.

Please consider deletion of this question from the exam. The auxiliary transfer cask can be secured in any

4 location that the fuel handling machine can be secured. Until-the completion of Change Notice 2971 (currently in progress, scheduled to be complete February 16,1990), neither the auxiliary transfer cask or fuel handling machine can be secured on the hot service facility.

Coment not accepted for incorporation into the examination k6y as no documentation was provided to substantiate the coment.

Question 037: Both(a)and(b)arecorrectanswers. We request that full credit be given for either answer. There is no provision for bypass for either the cask valve / reactor isolation valve position or the plate loaded condition. The referenced lesson plan (FH-051) contains information on the cask valve / reactor. isolation valve position on page 72 that is not associated with the functions that may be bypassed listed on page 71.

Not accepted as lesson plan format supports present answer and documentation was not provided to support changing answer.

3.2 Site Visit Summary This examination effort did not involve a site visit of the Operator Licensing Section personnel as it was administered by HRC resident personnel on February 1, 1990.

3.3 Master Examination and Answer Key A master copy of the Fort St. Vrain license examination and answer key is attached.
