Dear Mr. Frederickson:

Northern State Power Company's (NSP) letter of January 30, 1990, to Charles E.

Rossi clarified their January 29, 1988, response to NRC Bulletin 87-02, "Fas-tener Testing to Determine Conformance With Applicable Material Specifica-tions."' This clarification indicated that Phoell Manufacturing Company may not, in fact, have been the supplier of the non-safety-related fastener which they had previously reported as not meeting the specified carbon content for the applicable material specification.

HRC INFORMATION NOTICE NO. 89-59, SUPPLEMENT 2: SUPPLIERS OF POTENTIALLY NISREPRESENTED FASTENERS i

All holders of operating licenses or construction permits for nuclear power reactors

Purpose:

This information notice supplement is intended to inform addressees that the -

NRC has been notified by its original source, the Northern States Power Company (NSP),thatitcannotbedeterminedthatPhoellManufacturingdid,infact, o'

supply suspect fasteners.

It is expected that recipients will review the information for applicability to their facilities and consider actions, as a)propriate, to avoid similar problems.- However, suggestions contained in

-tiis information notice do not constitute NRC requirements; therefore, no

specific action or written response is required.

Background

NRC Information Notice (IN)'89-59, " Suppliers of Potentially Misrepresented l

Fasteners," was issued August 16,.1989, to provide addressees with the names L

- and addresses, if known, of companies suspected of supplying fasteners to the nuclear industry that may have been misrepresented, that is, marked as having a material content and composition different from the actual content. The names and addresses were taken from the data that the licensees-provided in L

response to NRC Bulletin 87-02, " Fastener Testing to Determine Conformance i

With Applicable Material Specifications."

Phoell Manufacturing was named in IN 89-59 as a result of test data that NSP supplied in response to NRC Bulletin 87-02. However, in a letter to the NRC dated January 30, 1990 NSP indicated that it is possible that Phoell Manu-facturing did not supply the non-safety-related fastener, which showed a lower-than-specified carbon content. NSP stated that their maintenance group consistently bought bolts of that size from Phoell Manufacturing. However, because it was a non-safety-related bolt, the bolt in question could have been left over from construction projects that had received materials from L

other suppliers.

Discussion:

Because of the potential safety significance of using misrepre-sented fasteners, the NRC, in cooperation with'other Federal agencies, has

'been actively trying to. identify suspected suppliers or manufacturers of mis-i represented fasteners.

Because of. the potential adverse effect of releasing incorrect information about suppliers or manufacturers of com)onents, it is imperative that the information be correct.

In instances suc1 as this, the

'NRC relies on the licensees to provide' correct information.
