Dear' Governor Clinton:
Arkansas Tech University is considering the construction of a Center-for Energy and Environment Studies on-the campus -in Russellville.
-- T h e center includes a TRIGA' Reactor which is used for teaching-and research H
purposes, and is typical: of those found at approximately 40 universities
- nationwide.
This facility uses-only low-enriched uranium fuel and not the highly enriched fuel that has caused environmental concerns.-
l As'part of our feasibility assessment, we have submitted an application
-to the Nuclear: Reguletory. Comission for. their_ approval of. our plan.
The

provisions:of ~ 10 CFR 2; 101- (a) (3) (ii) require that we deliver a copy of-our, application to-the Governor, C.ounty. Judge, and the Mayor.
The appli-cation includes-Technical Specifications, Emergency Plan, Safety Analysis Report and Environmental Report.
A draft Environmental Impact' Statement-will-be available from the Commission upon request at some future date.
