NRC 3etter dated January 4,1990 requested information pertaining to the Big.

i Rock Point Integrated Plan. This request involved the status of Item BN-025,

" Wind and Tornado Load and Tornado Missile" - SEP Topics 111-2 and III-4A and 1

the criteria for considering an Integrated Plan issue complete.

LItem BN-025 was considered complete for Integrated Plan purposes on April 20, 1989, when Operability Authorization was granted by the Operations Department. All activities associated with this project were completed at I

that time including operating and surveillance procedure impicmentation, drawing updates, and acceptance testing. The completion delay past the originally scheduled date occurred initially as a result of procedure develop-ment and review. However, it was envisioned that if things worked correctly, completion of the project would occur within a couple of weeks of the scheduled completion date. Discussions with the Big Rock Point NRC Project Manager

indicated this to be acceptable and that no submittal was required for such a short delay. Acceptance testing was conducted on March 9, 1989, which identified a pump speed governor problem. An engineering design change and procedure-revisions were processed to resolve the problem. Also a number of minor; equipment deficiencies were also resolved. Final testing was completed after deficiency resolutions and reasonable weather conditions permitted

further testing. These unforeseen difficulties resulted in delaying completion until April 20, 1989 which was beyond the time period discussed with the

. Project Manager.

The criteria used for considering Integrated Plan items complete requires that the actions to implement the item have been completed excluding documentation closeout for modifications. Most Integrated Plan items may be handled in one of the following two methods:

1. For modifications to the plant, item closeout for Integrated Plan purposes ~

occurs when'the modification-is accepted by the Operations Department.as L

indicated by its OperabilityLAuthoritation. This acceptance occurs after-

. required testing, training and critical document updates.have been completed.

2. For activities not resulting in plant modifications (ie. Engineering Review). item closeout occurs when submittal of results to the NRC, or an c

internal organization when the item is originated by CPCo, is made. As an s

U example, 'a Generic Letter or the Integrated Plan would be considered -

closed after the response is submitted to NRC and all plant actions are l

. complete. The item is'not left open while NRC review and approval is pending.. Should NRC review result in significant additional actions, the j

item may be placed back on the Integrated Plan.
