Subject:
NRC REGULATORY INFORMATION CONFERENCE
Purpose:
To inform the Commission regarding the current status of the planned "NRC Regulatory Information Conference" to be held at the Mayflower Hotel, Washington, D.C., on May 1 and 2,1990.
Background:
The first NRC Regulatory Information Conference was held at the Mayflower Hotel, Washiigton, D.C., on April 18 - 20, 1989. A post-conference summary was provided in SECY-89-ll8A. Costs and benefits to the NRC of the April 1989 NRC Regulatory Information Conference, as well as the likely cost and benefits of similar future conferences, were provided in SECY-89-330.
Status:
The objectives of the conference are to give the licensees and the public insights into our approach to safety regulation and to receive feedback from those in attendance on their concerns about our overall approach and, the potential impact of our policies on their operations, as well as feedback on differences that may exist on technical issues. NRC staff will provide information on ongoing programs and potential new initiatives as a basis for discussions. The conference format has been modified as a result of consnents from both the staff and utility attendees last year. The number of topics to be discussed will be limited so that sufficient time is available to focus on key issues of interest both to the NRC and industry. Attention can then be focused on differences in points of view on specific issues in an effort to understand the divergent views and to communicate ideas that may possibly provide resolutions to issues to be pursued after the meeting.
The 2-day conference is now planned for May 1 and 2, 1990, at the Mayflower Hotel.
Discussions will proceed from general (i.e.,
the plenary sessions) to specific (i.e., the breakout sessions),
with emphasis on operations and the NRC view based on our experi-ence in carrying out our regulatory mission.

t-b The Commissioners I Four plenary sessions are planned, each of which will be followed by four to five breakout sessions that will include presentations by NRC staff and industry representatives. NLMARC has offered to obtain the industry panel members for the conference. The con-ference will be open to the public; advance registration with a fee of $200 will be required.. Specific agenda topics for the conference are being developed by the staff.
